Here is the short answer: an AC capacitor is defined by the circuit it serves, while a motor capacitor is defined by the function it performs for a motor. In practice, the two categories overlap. Most capacitors inside an air conditioner are motor run capacitors. A motor start capacitor, however, is a different component with different construction, duty rating, and failure behavior.

The most important line in this table is the duty row. An AC run capacitor and a motor run capacitor fall into the same continuous-duty class, which is why the terms are frequently used interchangeably. A motor start capacitor does not. Substituting one for a run capacitor leads to overheating and failure within minutes.
Choosing between a start capacitor and a run capacitor is a duty decision, not a size decision.
Start capacitors deliver a high-current jolt to the auxiliary winding. Their aluminum electrolytic construction provides a high capacitance-to-volume ratio, but it cannot tolerate continuous operation. Typical duty is less than three seconds per start, and the capacitor must cool before the next start. If the disconnecting relay sticks, the capacitor overheats, the vent ruptures, and electrolyte leaks into the terminal box. Never substitute a start capacitor for a missing run capacitor on a compressor.
Run capacitors stay energized whenever the motor is running. They are smaller in microfarad value, built from metalized polypropylene film, and designed for ambient temperatures that can exceed 70°C inside a sealed condensing unit. Run capacitors are also classified under IEC 60252-1 according to safety behavior: class P0, P1, or P2. A P2-rated capacitor is designed to fail open or with a protected vent, reducing the risk of enclosure rupture in a hermetic system.

Residential condensing units often use one dual-run capacitor instead of two separate parts. The capacitor has three terminals: HERM for the compressor, FAN for the condenser fan, and C for the common line. Functionally it is still a run capacitor; it simply packages two microfarad values in one case. When the label lists two values, such as 35/5 µF, the first value is for the compressor and the second is for the fan.
Use the failed part as the reference, not the motor size or the brand of the air conditioner.
